Sentiment in the UK housing market has deteriorated, as the Royal Institution of Chartered Surveyors (RICS) reported a house price balance of -32 for September. The figure marks a reversal of a four-month trend of improving sentiment, falling from the five-month high of -28 recorded in August.
"A renewed rise in interest rate expectations has created a fresh headwind for the housing market, with buyers becoming a little more cautious and sales activity losing some momentum," said Tarrant Parsons, RICS Head of Market Research, in a Reuters report.
Market Drivers and Future Outlook
The decline in sentiment is attributed to shifting forecasts regarding the Bank of England's monetary policy. Financial markets anticipate an interest rate increase in November, with expectations for three additional hikes to follow throughout 2027.
While the immediate outlook remains cautious, RICS members project that property prices will stabilize over a 12-month horizon. This indicates that the market may avoid a prolonged contraction despite expected near-term volatility.
Understanding the RICS House Price Balance
The RICS house price balance is a leading indicator derived from a monthly survey of chartered surveyors across the United Kingdom. The index is calculated by subtracting the percentage of respondents reporting price decreases from the percentage reporting price increases. A negative reading indicates that a greater number of surveyors are seeing price declines in their local areas compared to those seeing price growth.
What Is at Stake for Buyers and Sellers
The cooling sentiment highlights the sensitivity of the UK real estate sector to borrowing costs. As potential buyers adjust their affordability calculations in response to rising interest rate expectations, the resulting hesitation can slow transaction volumes and impact property valuations. For homeowners and prospective buyers, the current environment reflects a period of recalibration as the market digests the trajectory of future central bank policy.
