Google Plans €13 Billion AI Infrastructure Investment in Finland
Google is investing €13 billion in Finnish AI infrastructure, including a 22-year nuclear energy deal, to support growing demand for its core services.

Google is launching its largest European investment, committing €13 billion toward AI infrastructure in Finland over the 2027-2028 period. The project expands data center capacity to support the company’s core services while securing long-term clean energy through strategic partnerships.
"Today, we’re deepening that commitment with a €13 billion investment in digital infrastructure, clean energy projects and economic partnerships across Finland over the next two years, to help meet growing demand for Google’s core services, such as Search, Maps, and Gemini, that people and businesses rely on every day," said Bikash Koley, Vice President, Google Global Infrastructure.
Economic and Employment Impact
Beyond physical data centers, the initiative should provide a notable boost to the Finnish economy. According to a company press release, the project is projected to contribute an annual average of €3.6 billion to Finland's GDP during the two-year construction phase. The investment is also anticipated to support more than 37,000 jobs within the region.
"Google's decision is a clear testament to our strengths. The value of the data economy extends far beyond direct investment into spurring innovation, research and development," said Finnish Prime Minister Petteri Orpo.
Energy Strategy and Sustainability
Central to the investment is a 22-year power purchase agreement with the Finnish energy company Fortum. This deal supports the life extension of the Loviisa nuclear power plant, a facility that currently provides approximately 10% of Finland’s total electricity supply. By anchoring its infrastructure expansion to existing nuclear capacity, Google aims to ensure a stable, carbon-free energy supply for its high-density computing requirements.

The scale of this investment reflects the increasing energy and physical footprint required by modern generative AI models. As demand for services like Gemini continues to rise, major technology firms are moving beyond simple energy procurement, opting instead for long-term partnerships that integrate directly with national power grids. This strategy allows companies like Google to secure grid flexibility and reliable energy output, mitigating the risk of power shortages that could otherwise disrupt large-scale AI operations.
