TSMC Considers Texas Expansion Alongside $265 Billion Arizona Project

TSMC is evaluating a potential investment in Texas to supplement its ongoing $265 billion semiconductor manufacturing expansion in Arizona.

Taiwan Semiconductor Manufacturing Co. (TSMC) is evaluating a potential investment in Texas to expand its U.S. chip production capacity, according to a report from Reuters. The proposal remains under consideration and has not been finalized, but it would supplement the company's existing footprint in Arizona.

Scaling U.S. Manufacturing

The potential Texas project arrives as TSMC continues to execute its $265 billion capital commitment in Arizona. That multi-year investment plan includes the development of 12 fabrication and advanced-packaging facilities, plus a dedicated research and development center to support domestic semiconductor supply chains.

"Probably additional four or more fabs will be built," said C.C. Wei, CEO of TSMC, regarding the company's long-term manufacturing roadmap, which encompasses both front-end and back-end facility types.

Contextualizing the Investment

TSMC's current strategy is anchored in Arizona, where the company is establishing a cluster of manufacturing sites. The consideration of a Texas site suggests an effort to diversify geographic risk and utilize regional infrastructure for semiconductor production.

While the Arizona project represents one of the largest foreign direct investments in U.S. history, the potential Texas expansion remains in an early evaluative stage. The company has not confirmed a formal timeline or specific capital allocation for a Texas facility.

Strategic Importance of Fabrication

Semiconductor fabrication plants, or fabs, are capital-intensive facilities that require specialized cleanroom environments and complex supply chain logistics. By expanding beyond a single state, TSMC aims to increase its capacity for high-end logic chips, which are components for artificial intelligence, consumer electronics, and defense applications.

The industry has seen a push toward regionalizing chip production to mitigate risks associated with global supply chain volatility. TSMC’s expansion plans reflect this shift, as the company works to align its U.S. manufacturing capabilities with the demand for advanced nodes.
