Texas diesel prices hit a record $5.97 a gallon in September 2026, prompting Governor Greg Abbott to issue a statewide disaster proclamation covering all 254 counties as freight and refining markets react to mounting supply pressures, according to an Investing.com report.

"Texas agriculture and freight run on diesel," Abbott said in a statement posted to gov.texas.gov. "Record prices put both industries at risk and raise costs for every Texas family."

Refiners See Pre-Market Pressure

The historic fuel prices and emergency declaration rattled major regional energy equities ahead of the New York Stock Exchange open. Valero Energy shares were indicated 1.68% lower in pre-market trade at $383.03, reversing a prior session gain that had closed at $389.57.

Phillips 66 closed Monday at $253.55 and dipped a further 0.61% in pre-market dealing to $252.00, sitting below its 52-week high of $277.12. The price action reflects investor uncertainty surrounding refining margins and input costs as regional supply constraints persist.

Agricultural and Supply Chain Impacts

Beyond corporate share prices, the record fuel costs cascade directly into farming and logistics operations across the state.

"Outside of labor, diesel is the single biggest input into a lot of farming operations, so it’s a very material increase in the cost of operations," said Andrew Coppin, CEO of agricultural technology firm Ranchbot, in an interview with CBS News.

Industry analysts emphasize that the underlying challenge stems from structural inventory constraints rather than simple regional distribution hiccups. Patrick De Haan, head of petroleum analysis at GasBuddy, noted to Newsweek that the situation represents "a supply/demand imbalance rather than shortage," adding that dyed-diesel tax waivers do little to help producers who already utilize dyed diesel yet face record market prices. "Taxes aren't the problem, supply is," De Haan said.

Political Reactions and Policy Debates

The emergency declaration has also intensified political debate over the drivers of the state's energy expenses. Critics have pointed to broader economic policies as contributing factors to the price surge.

"Abbott must also demand that Donald Trump lift his absurd tariffs and halt the unnecessary war that are driving up costs for Texans," said Texas Democratic Party executive director Terri Burke in comments reported by the Texas Tribune.

With all 254 Texas counties now under the disaster proclamation, state agencies gain expanded emergency powers to temporarily waive certain transportation and regulatory restrictions, aiming to ease the delivery of vital goods while markets digest the ongoing supply crunch.
