Jefferies Downgrades Edison International Due to Wildfire Liability Risks
Jefferies downgraded Edison International to Underperform, citing unpriced wildfire liabilities and the diminishing likelihood of legislative relief in California.

Jefferies has downgraded Edison International (EIX) from Hold to Underperform, citing concerns over unpriced wildfire liabilities and a weakening outlook for legislative intervention in California. The firm also lowered its price target for the utility provider from $53 to $42.
"The probability of a special legislative session has declined after the September bill signing deadline passed and with the November election approaching," said Paul Zimbardo, an analyst at Jefferies, in a statement regarding the downgrade.
Breakdown of the Price Target Adjustment
The revision to the $42 price target reflects a recalibration of how the market should value Edison’s long-term financial obligations. According to the Jefferies research note, the reduction is driven by two components:
- Valuation Roll-Forward: A $7 per share impact resulting from moving the valuation year to 2030 to better account for anticipated Eaton wildfire liability outflows.
- Holding Company Refinement: A $4 per share adjustment stemming from a more conservative valuation of the utility’s holding company structure.
Legislative Environment and Sector Sentiment
The downgrade arrives as financial institutions express skepticism toward the California regulatory environment. Legislative relief, which many investors hoped would mitigate the financial burden of wildfire-related damages, appears unlikely in the near term.
Edison International faces these downward revisions alongside other utilities. A trend of negative sentiment has emerged among financial institutions, as UBS, Fitch Ratings, BofA Securities, and Mizuho have recently issued downgrades or price target cuts for the company. These actions reflect a shift regarding the risks posed by ongoing wildfire litigation and the lack of state-level policy reforms to cap liability exposure.
What Is at Stake
For investors, the primary concern remains the predictability of cash flows in the face of multi-year litigation costs. As the company manages liability outflows, the absence of a legislative backstop or reform package forces the market to price in higher levels of uncertainty. This impacts the stock's valuation multiples and long-term earnings projections.
