The Japan Gas Association has endorsed a new government emergency procurement agreement with Malaysia's Petronas. This agreement aims to improve Japan's energy security through an expanded Strategic Buffer LNG (SBL) scheme.
The master sales and purchase agreement enables Petronas to deliver liquefied natural gas (LNG) directly to the state-owned Japan Organization for Metals and Energy Security (JOGMEC). Under the terms of the deal, JOGMEC will act as a central distributor. It will release these reserves to private utility companies during periods of acute supply disruption.
"We view this as an initiative that builds on the government's Strategic Buffer LNG scheme, and if it means we can procure LNG in an emergency, this would be most welcome," said Takeshi Uchida, Chairman of the Japan Gas Association and Tokyo Gas, in a statement.
How the SBL Scheme Functions
The SBL scheme was established by Japan's Ministry of Economy, Trade and Industry and launched in 2023 to mitigate volatility in the global energy market. The program mandates that a ministry-designated entity, JOGMEC, secures a dedicated volume of LNG reserves to act as a backstop for the domestic market.
Standard private-sector inventories are managed by individual utilities for commercial operations. In contrast, the SBL reserves are earmarked for crisis management. By centralizing the procurement process with Petronas, the government intends to ensure that supply remains available to local gas providers if international spot market prices spike or logistical chains are severed.
Strategic Importance for Japan
Japan remains one of the world's largest importers of LNG. Consequently, its domestic energy prices are sensitive to geopolitical shifts and supply-side constraints. The reliance on long-term contracts with regional producers like Malaysia is a component of the country's energy strategy. This strategy seeks to insulate residential and industrial consumers from the volatility of the global spot market.
By formalizing this agreement with Petronas, JOGMEC adds security to the existing framework. This ensures that the buffer is a functional, supply-backed reality.
