Outsourcing firm Capita is facing a National Audit Office review over its administration of the UK's Civil Service Pension Scheme as performance continues to lag behind required standards.
"[Capita's performance] remains below the standards that scheme members and the Government rightly expects," the firm said in a statement, adding that contract remediation is its top priority.
Background on the NAO Investigation
The National Audit Office review follows an investigation published in June 2025 and forms part of ongoing oversight of major public service contracts. Capita announced it would fully cooperate with the probe while acknowledging that its service delivery has fallen short of contractual benchmarks.
In July, chief executive Adolfo Hernandez admitted delays in administering the 1.7 million-member pension scheme. Those administrative bottlenecks left thousands of civil servants waiting for crucial payments and retirement quotes.
Financial Impacts and Government Penalties
The administrative failures have carried severe financial consequences for the outsourcing provider. The UK government withheld nearly £10 million in payments to Capita for poor performance on the Civil Service scheme. Additionally, the firm previously estimated that ongoing contract issues could hit its corporate earnings by as much as £40 million.
Operational Remediation Efforts
To counter the performance deficits, Capita reported making operational progress in August and September. The turnaround strategy centers on implementing increased automation, establishing stronger governance frameworks, and improving the reporting of day-to-day operational performance.
What Is at Stake for Public Outsourcing
The escalating scrutiny highlights the risks major outsourcing companies face when managing critical public sector infrastructure. With 1.7 million members relying on the Civil Service Pension Scheme, government agencies are intensifying oversight on private contractors, utilizing financial penalties and independent audits to enforce service level agreements.
