VinFast Partners With NexMove to Bring Electric Buses to U.S.
VinFast has partnered with NexMove to introduce electric buses to the U.S. market through an integrated fleet-as-a-service model.

VinFast is entering the U.S. commercial vehicle market by partnering with NexMove to introduce an integrated electric bus lineup, with certified vehicle deliveries slated to begin in early 2028.
The Vietnamese automaker signed an initial agreement with NexMove, a joint venture between Transportation Management Services (TMS) and Zeem Solutions, to offer fleet customers an as-a-service model combining electric buses, charging infrastructure, maintenance, and ongoing operations.
"Bringing VinFast electric buses to the United States marks an important next step in our long-term commitment to this market," said Brian Finnerty, CEO of VinFast North America, in a statement regarding the agreement.
Phased Rollout and Demonstration Units
While certified, homologated electric buses are expected to begin commercial deliveries in the first quarter of 2028, NexMove plans to deploy non-homologated demonstration units ahead of that schedule. These evaluation buses will be placed at Zeem EV charging depots to allow fleet operators and municipal transit agencies to test the vehicles firsthand, though they will not be cleared for regular commercial use on public transportation routes until formal certification is complete.
The partnership aims to address common fleet electrification hurdles by packaging the vehicles alongside charging and operational support. According to industry reports, NexMove intends to offer a 97% uptime service-level agreement to participating customers.
"Partnering with VinFast is a natural fit with our commitment to innovative, sustainable mobility," said Kevin O’Connor, CEO of TMS and NexMove Commercial Director, in a company announcement.
Production History and Future U.S. Manufacturing
VinFast's entry into the North American transit sector builds on its existing domestic footprint. Approximately 2,000 VinFast electric buses are currently operating in Vietnam, giving the manufacturer an established operational baseline before scaling up for overseas markets.
Leadership at NexMove indicated that foreign production quality and scale influenced the decision to partner. Executives also noted long-term plans to establish U.S. manufacturing capabilities that meet Federal Transit Administration requirements.
"In late July our team visited VinFast's manufacturing operations, and we were impressed by how many buses we saw in daily service and by the scale and quality of production," said Paul Gioupis, Founder and CEO of Zeem Solutions and Co-Founder of NexMove, according to VinFast investor relations.
Market Context and Stock Performance
These fleet expansion plans coincide with trading activity for the automaker's shares. VinFast Auto Ltd. (NASDAQ: VFS) stock recently traded at $3.06, down 0.33% from its previous close of $3.07, according to Finnhub market data.
The collaboration highlights a trend among foreign electric vehicle manufacturers seeking to capture market share in North America by partnering with specialized infrastructure providers rather than building direct sales networks from scratch.
