UK Finance Minister John Healey is set to announce a £150 million regional growth fund for northern England, pairing decentralized economic powers with localized investments ahead of his October 28 budget as markets press for fiscal restraint. Seven weeks into taking office, Healey is using his first major address to advance Prime Minister Andy Burnham's devolution agenda, aiming to revive economic output outside London.
"I want to see wealth creation in this country. I want to see businesses make a profit. And to create the conditions for that we need an active, accountable state at all levels to remove blockages and create the conditions for more investment," said John Healey, UK Finance Minister, in a statement released ahead of the speech.
British Business Bank Allocation
The initiative earmarks £150 million, equivalent to approximately $203 million, sourced from previously allocated funds through the British Business Bank. Individual financing rounds for innovative firms across the north of England will range between £5 million and £15 million.
These public tranches are structured to attract additional private capital matching, seeking to scale regional technology and manufacturing enterprises. The strategy mirrors previous regional development initiatives but scales direct capital injections to counter long-standing regional productivity gaps.
Fiscal Headroom and Bond Market Pressures
The decentralization announcement arrives amid intense fiscal scrutiny. Economists have warned that Healey will likely need to implement tax hikes or expenditure cuts in his upcoming October 28 budget to restore fiscal headroom.
This pressure follows a recent surge in sovereign borrowing costs that rattled gilt markets. Lawmakers and financial institutions are closely watching whether localized economic restructuring can successfully offset national austerity measures required to reassure bond investors.
