Pentagon Negotiates $5 Billion Loan for AI Cloud Startup Fluidstack

The Pentagon's Office of Strategic Capital is in talks to loan $5 billion to AI cloud startup Fluidstack, signaling a shift toward large-scale infrastructure funding.

The U.S. Department of Defense is in preliminary negotiations to provide a $5 billion loan to AI cloud startup Fluidstack. This development marks an escalation in the Pentagon's strategy to finance domestic artificial intelligence infrastructure.

The potential agreement, facilitated through the Office of Strategic Capital (OSC), represents a shift from the office's historical focus on smaller equipment financing toward multi-billion dollar project-level lending. This move follows an expansion of the OSC's lending authority, which has grown from $984 million to over $210 billion to support critical technology sectors.

"We're focused on making loans, principally between $1 billion and $5 billion per loan," said David Lorch, Director of the Office of Strategic Capital, during a June 30 panel.

Scaling the Office of Strategic Capital

The OSC was originally established to bridge the "valley of death" for emerging technologies through loan programs ranging from $10 million to $150 million. The current shift toward $5 billion loan targets signals that the Department of Defense is positioning itself to act as a primary financier for data center and cloud computing projects deemed vital to national security.

While the talks with Fluidstack are ongoing, the specific terms of the proposed debt, including interest rates, maturity dates, collateral requirements, and recourse structures, remain undisclosed. The deal is in the discussion phase, and no final agreement has been reached.

Fluidstack’s Existing Market Footprint

Fluidstack, which specializes in providing cloud infrastructure for AI workloads, maintains operational partnerships with several publicly traded firms in the energy and data center space. Its current infrastructure includes active agreements with:

  • TeraWulf (WULF)
  • Hut 8 (HUT)
  • Cipher Digital (CIFR)

These partnerships involve the integration of high-performance computing hardware within existing energy-intensive facilities. By securing direct government financing, Fluidstack would move beyond commercial project-based agreements to access capital at a scale usually reserved for established defense contractors or major utility infrastructure projects.

Strategic Implications for AI Infrastructure

The involvement of the Pentagon in direct project financing highlights the intersection of national security and commercial AI infrastructure. As demand for compute power grows, the Department of Defense is concerned with the domestic supply chain for GPU clusters and the physical power requirements necessary to sustain them. By providing low-cost, large-scale debt, the government aims to ensure that critical AI capabilities remain anchored within the U.S. industrial base.
