OpenAI, Pampa Energy Target Patagonia for $25B AI Data Center Boom
OpenAI and other tech firms are looking to Argentina's Patagonia to build massive AI data centers powered by renewable energy and Vaca Muerta shale gas.

Technology companies and major hyperscalers, including OpenAI, are turning to Argentina's remote Patagonia region to build massive artificial intelligence data centers, drawn by the area's cool ambient temperatures, vast renewable energy potential, and abundant shale gas reserves from the Vaca Muerta formation. The regional expansion mirrors a global scramble by tech firms seeking vast power sources to fuel power-hungry server infrastructure amid tightening grid capacities in North America and Europe.
"This milestone is about more than just infrastructure, it’s about putting AI into the hands of more people across Argentina," said Sam Altman, the CEO of OpenAI, in a press release regarding the expansion.
Stargate Argentina and Major Regional Projects
The most prominent initiative involves OpenAI signing a letter of intent with Argentine firm Sur Energy to develop 'Stargate Argentina,' a $25-billion project aiming for an energy capacity of up to 500 megawatts, according to a report by the Buenos Aires Times.
"Sur Energy plans to ensure that the data-center ecosystem is powered by secure, efficient, and sustainable sources," OpenAI said in a statement.
Sur Energy partner Emiliano Kargieman echoed the sentiment, stating in the Buenos Aires Times report that "this project represents a historic opportunity for the country" because it "combines Argentina’s unique renewable energy potential with the development of critical infrastructure for global artificial intelligence."
Energy Infrastructure and Regional Investments
Other domestic and international energy firms are moving quickly to anchor the burgeoning data center ecosystem across different provinces:
- Pampa Energia in Neuquen: Pampa Energia is pushing for a data center by its Loma de la Lata thermal power plant that would consume up to 500 megawatts from Vaca Muerta, with electric infrastructure for that capacity costing almost $900 million, according to a Yahoo Finance report.
- Green Capital in Chubut: Poland's Green Capital is planning a facility that would reach 300 megawatts in its first stage with a $3-billion price tag, leasing about 501 square miles of land south of Trelew to construct dedicated wind and solar farms.
- FlexDomes in Neuquen: FlexDomes is seeking investors for a data center whose first stage for 120 megawatts of IT load carries a $1.4-billion estimated cost.
- Bahia Blanca Free Trade Zone: Pampa Energia also agreed to provide 30 megawatts for the initial stage of a data center in a free trade zone in Bahia Blanca, where the concessionaire has begun constructing an IT park with final investment agreements expected by late 2026.
What Is at Stake for Global AI Infrastructure
The race into Patagonia highlights how energy constraints are reshaping the geography of artificial intelligence development. As data center power requirements scale from tens of megawatts to gigawatt-scale campuses, developers are bypassing congested metropolitan power grids in favor of remote regions featuring stranded natural gas assets and high-capacity wind corridors. For Argentina, the capital inflows represent a transformative test of whether raw natural resources can be converted into a domestic high-technology hub.
