GSK is investing more than $800 million to build a major biopharmaceutical innovation and manufacturing hub in Montgomery County, Pennsylvania. This marks its second major Commonwealth expansion under Governor Josh Shapiro's administration. Construction on the Upper Merion Township facility is scheduled to begin in 2027.
"Investing in additional commercial and R&D manufacturing with advanced digital capabilities at our Upper Merion site will help accelerate the development and supply of future medicines for patients," said Regis Simard, President, GSK Global Supply Chain.
Job Creation and State Retention Figures
The expansion project will create more than 300 new jobs over the next five years, according to a press release from the Pennsylvania Governor's Office. In addition to the newly created positions, the initiative will retain approximately 4,500 existing full-time jobs across GSK's operations in Pennsylvania.
This development follows an earlier $800 million investment by the company in Lancaster County. Combined, the two projects bring GSK's total planned capital investments in the Commonwealth to nearly $1.7 billion during Shapiro's tenure.
State Incentive Programs and Tax Framework
To support the project, the pharmaceutical firm will be eligible for state tax benefits through specific economic development initiatives. These include the Qualified Manufacturing Innovation and Reinvestment Deduction (QMIRD) program and the Manufacturing Tax Credit (MTC) program.
State incentive structures of this type are designed to encourage large-scale capital deployment in advanced manufacturing and life sciences infrastructure. By utilizing programs like QMIRD and MTC, corporations offset a portion of their facility outlays, while state economic agencies secure long-term regional payroll commitments and high-value technical employment.
What the Hub Means for Regional Life Sciences
What is at stake for Pennsylvania is its ongoing position as a primary East Coast corridor for pharmaceutical research and commercial production. By anchoring advanced digital manufacturing capabilities within Montgomery County, the Commonwealth reinforces its labor pool and industrial infrastructure against competing regional life sciences clusters.
