The FDA has reclassified the Abbreviated New Drug Application (ANDA) amendment from NRx Pharmaceuticals for preservative-free ketamine from a Major to a Minor amendment. This change modifies the agency's internal review process. This regulatory adjustment establishes a new Generic Drugs User Fee Act (GDUFA) goal date of November 10, 2026, for the application.

"On behalf of our patients and our shareholders, we are deeply appreciative of the speed with which FDA’s leadership has moved to advance the approval process of this drug shortage product," said Dr. Jonathan Javitt, Chairman and CEO of NRx Pharmaceuticals, in a statement.

Understanding FDA Amendment Classifications

Under the GDUFA framework, the FDA categorizes amendments to pending drug applications based on the resources required for review. A Major amendment involves new data or changes that require a significant expenditure of agency resources, which extends the review timeline. A Minor classification indicates that the agency determines the submission requires fewer resources to evaluate, which leads to a more efficient path toward an approval decision.

According to the company's announcement, the FDA indicated that the reclassification was granted because the current amendment does not necessitate the extensive agency engagement originally anticipated.

Market and Corporate Context

For NRx Pharmaceuticals, the reclassification is a development in its effort to bring a preservative-free ketamine product to market, as the drug is currently listed on the FDA’s official drug shortage database. The ability to expedite the review process is important for companies operating in shortage-prone categories, as it allows for faster entry into a supply-constrained market.

As of the market close on September 18, 2026, shares of NRx Pharmaceuticals (NASDAQ: NRXP) were trading at $3.39. The company’s stock performance is tied to its regulatory milestones, with the GDUFA goal date serving as the primary benchmark for investors tracking the progress of the ketamine application.
