Deutsche Bank has upgraded Spanish airport operator Aena from 'sell' to 'hold' and increased its price target from €20 to €24. The bank cited reduced regulatory uncertainty after the government approved a new tariff framework.

The adjustment follows the official endorsement of the DORA III regulatory plan, which allows for a 0.33% annual increase in airport tariffs. This approval addresses market concerns that regulators might enforce fee reductions and provides the company with clearer revenue expectations for the coming years.

"This appears 'generous,'" said Harishankar Ramamoorthy, an analyst at Deutsche Bank, regarding the return on the regulatory asset base.

Financial Impact of DORA III

The DORA III framework includes an investment program of approximately €13 billion. Analysts estimate that the approved tariff structure supports a return on the regulatory asset base (RAB) exceeding 8%. This return is a key metric for infrastructure utilities, as it dictates the company's ability to recover capital expenditures while maintaining profitability.

Aena’s management previously signaled that operating costs were facing upward pressure due to macroeconomic and operational factors. Chairman and CEO Maurici Lucena noted that the company required higher tariffs to offset rising expenses related to inflation, salary growth, and the implementation of stringent security measures across its airport network.

Regulatory Context and Operational Costs

The regulatory environment for Aena is governed by the DORA (Documento de Regulación Aeroportuaria) process, which sets the conditions for airport charges. The transition to the current period addresses the company's need to balance infrastructure maintenance with the financial demands of modernizing security protocols.

By securing a positive tariff adjustment, Aena avoids the risk of margin compression that analysts feared during the negotiation phase. The stability provided by the DORA III framework helps the firm manage the capital-intensive nature of its €13 billion investment commitment while navigating the inflationary environment affecting the European aviation sector.
