Dangote Petroleum Refinery is planning to attract 10 million retail investors for its upcoming initial public offering, setting a domestic participation goal for the African energy market.
"We are using Saudi Aramco's listing as a benchmark and we expect to smash that," said David Bird, Chief Executive of Dangote Petroleum Refinery, in statements reported by CNBC Africa.
Benchmarking Against Global Energy Offerings
The target positions the Nigerian facility among the largest consumer-focused equity offerings in emerging markets. By explicitly referencing Saudi Aramco's public debut, refinery leadership is signaling an intent to build a broad domestic and international shareholder base rather than relying solely on institutional block buyers.
Saudi Aramco's domestic listing drew millions of retail subscribers through local banking participation and public campaigns, setting a precedent that African refineries are now examining as they prepare to tap public capital markets.

Securing a large retail shareholder roster carries implications for corporate governance and domestic wealth distribution in Nigeria.
