Continental Resources has signed a preliminary memorandum of understanding with state-owned Petroleos de Venezuela S.A. to develop the Ayacucho 2 Block in the Orinoco Belt, responding to the Trump administration's broader push for North American and U.S. energy investment abroad. While the memorandum represents an initial framework rather than a finalized contract, both parties intend to execute a binding long-term production agreement in the coming weeks.
"We are excited to participate in the revitalization of Venezuela's energy industry, bringing further economic strength to Venezuela and its people as well as global energy markets. Ayacucho 2 is an extraordinary addition to our portfolio and will contribute significantly to Continental's growth trajectory," said Continental Resources CEO Doug Lawler.
Scale and Scope of the Ayacucho 2 Block
The targeted tract spans approximately 126,000 acres within the Orinoco Belt, a region known for holding some of the largest heavy crude reserves in the world. According to project details released alongside the preliminary memorandum, the tract holds an estimated 30 billion barrels of oil in place.
Once a formal long-term production agreement is finalized and executed, Continental Resources is slated to operate the block with a 100% interest. The arrangement follows recent U.S. policy shifts encouraging private energy companies to engage directly with resource-rich Latin American jurisdictions.
Leadership Perspective on the Deal
The preliminary pact marks a strategic pivot for Continental Resources, which has historically focused its operations on domestic tight oil plays such as the Bakken shale formation in North Dakota and the SCOOP and STACK plays in Oklahoma.
"What this company is doing today builds on that foundation while taking Continental to an entirely new level. I could not be more proud of the company, our people and the future we are building," said Harold Hamm, founder and chairman emeritus of Continental Resources.
The initiative has also drawn support from federal energy officials overseeing the administration's resource diplomacy.
"It's a milestone deal in making the Western Hemisphere the center of the global energy system," Energy Secretary Chris Wright said on Wednesday regarding the deal.
What the Memorandum Stage Involves
Because the agreement currently sits as a preliminary memorandum of understanding rather than a fully executed production contract, operations on the ground remain subject to final contract negotiations and regulatory approvals in both jurisdictions.
For energy markets, the pact underscores a renewed willingness by U.S. operators to re-enter Venezuela's heavily sanctioned petroleum sector under specific federal oversight. Developing the Ayacucho 2 Block's estimated 30 billion barrels will require substantial capital expenditure, specialized heavy oil extraction technology, and navigating long-term geopolitical considerations unique to South America's largest oil reserve holder.
