Circle has launched the public mainnet for Arc, a Layer 1 blockchain built for institutional finance and AI-driven economic activity. The network uses a permissioned validator set composed of global financial entities, reflecting a focus on infrastructure for stablecoin and payment operations.
"Arc is the single most significant launch in Circle’s history since USDC itself," said Jeremy Allaire, Co-Founder, Chairman, and CEO of Circle.
Institutional Validator Network
The Arc mainnet went live on September 16, 2026, supported by a founding cohort of validators including BlackRock, DTCC, Galaxy, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, Visa, and Worldpay. By using a permissioned model, the network provides the regulatory and operational stability required by large-scale financial institutions.
"As digital assets infrastructure matures, we expect to see certain networks increasingly designed around the needs of specific markets and use cases. Purpose-built blockchains can help accelerate adoption of digital asset use cases, and Arc appears clearly well positioned to serve stablecoin and payment use cases at scale," said Robbie Mitchnick, Global Head of Digital Assets at BlackRock.
Technical Design and Consensus
Unlike traditional public blockchains that rely on volatile native assets, Arc uses USDC for gas fees. The network operates on a Proof-of-Authority (PoA) consensus mechanism, which prioritizes transaction speed and reliability. According to official documentation, the design targets sub-second transaction finality. The company plans to explore a transition to a Proof-of-Stake (PoS) consensus model during 2027.
Regarding the network's tokenomics, Circle completed a genesis mint of 10 billion ARC tokens. The company stated that this mint serves as a technical milestone to support network operations and does not constitute a commitment to a public token launch or retail trading availability.
Specialized Blockchains
The launch of Arc reflects a trend in financial technology where firms move away from public chains toward specialized, high-throughput networks. By embedding compliance and institutional oversight into the protocol layer, Circle aims to remove the friction that prevents traditional financial firms from integrating blockchain technology into their core settlement and payment systems.
