CFTC Proposes Regulation CTX Framework for Retail Crypto Trades
The CFTC proposed Regulation CTX and Regulation CAM to establish a federal registration and oversight framework for leveraged retail crypto trading.

The Commodity Futures Trading Commission has proposed an Advanced Notice of Proposed Rulemaking to establish federal registration and oversight for leveraged retail cryptocurrency trading, addressing jurisdictional gaps in the digital asset sector.
The initiative, detailed in a National Law Review analysis, introduces two new regulatory structures, Regulation Crypto Asset Transactions (Regulation CTX) and Regulation Crypto Asset Markets (Regulation CAM), under Section 2(c)(2)(D) of the Commodity Exchange Act to create uniform national standards.
"The American people deserve clarity, certainty, and consumer protections in the crypto asset markets and the agency is committed to delivering this by incorporating crypto asset transactions into its uniform national market regulatory framework," said Michael Selig, Chairman, CFTC, in a statement regarding the initiative.
Mechanics of Regulation CTX and Regulation CAM
Under the proposed rules outlined in the Yahoo Finance report, the agency seeks to establish a distinct category of CFTC-regulated trading venues tailored to digital assets. The framework adapts traditional derivatives market standards to address the operational and structural realities of blockchain-based trading.
Historically, retail leveraged crypto transactions have operated in a regulatory gray area, often leaving market participants vulnerable to platform insolvency and manipulation. By establishing formal registration pathways, the agency intends to bring margin and leveraged retail products under the federal oversight umbrella that governs traditional commodity and futures exchanges.
What the Framework Means for Retail Markets
The rulemaking marks a shift toward centralized regulatory oversight for digital asset intermediaries operating within the United States. While the Advanced Notice of Proposed Rulemaking initiates a public comment period rather than immediate enforcement, it signals the agency's intent to formalize market structure requirements for exchanges offering leveraged products to retail traders.
