Bank of England Governor Andrew Bailey warns G20 leaders that frontier AI models threaten global financial stability via cyber risks and valuations.

Bank of England Governor Andrew Bailey has warned G20 finance leaders that advanced frontier artificial intelligence models pose systemic risks to global financial stability by amplifying cyber threats and compounding stretched market valuations.
What are the systemic cyber risks?
Ahead of the upcoming G20 summit, Bailey issued a two-page letter addressed to international finance ministers and central bank governors outlining how rapid technological evolution intersects with existing financial fragilities. As chair of the Financial Stability Board, Bailey highlighted that newer computational models possess advanced autonomous capabilities that could fundamentally alter operational resilience across banking networks.
"Frontier AI may have the ability materially to alter the speed, scale and economics of cyber risk, which could undermine market confidence system-wide, especially due to highly concentrated third-party service providers," said Andrew Bailey, Governor of the Bank of England and Financial Stability Board chair.
The letter emphasizes that the financial sector relies heavily on a small handful of cloud and technology infrastructure providers. If an automated cyber exploit targets these shared nodes, simultaneous disruptions could cascade across multiple global financial institutions.
How are valuations and leverage amplifying the threat?
Beyond technological vulnerabilities, Bailey pointed to broader macroeconomic strains across international markets. His warning pairs the emergence of autonomous AI models with existing fragilities in sovereign debt markets, rising investor use of debt within equity markets, and historically stretched asset valuations concentrated heavily in the technology sector.
"Many jurisdictions do not have the protocols in place to manage the development, release, and deployment of advanced frontier AI models, heightening risks for the financial sector and beyond," said Andrew Bailey, Governor of the Bank of England and Financial Stability Board chair.
Financial institutions and technology vendors are urged to model severe operational stress scenarios involving correlated failures. Regulators globally face mounting pressure to establish consistent oversight standards before autonomous capabilities outpace traditional risk management frameworks.
