Xi Proposes BRICS Open-Source AI Initiative Amid Governance Tensions
Chinese President Xi Jinping proposed a BRICS open-source AI community to challenge closed-model ecosystems, though the bloc withheld formal endorsement.

Chinese President Xi Jinping has proposed the creation of a BRICS-wide community for open-source artificial intelligence. He aims to position Beijing as a central architect in global AI governance. The initiative seeks to foster the development of large language models through shared seminars and collaborative training programs. The bloc stopped short of formal endorsement in its final summit declaration.
"Certain countries are using blacklists, closed-source ecosystems, and tech curbs to 'strengthen global AI industrial chains and supply chains,' exacerbating the imbalanced development of the global AI industry," said Chen Yixin, China's State Security Minister, in remarks reflecting the administration's stance on current international tech restrictions.
Geopolitical Divergence in AI Development
The proposal highlights a divide between China’s push for open-source AI frameworks and the strategies favored by major U.S. technology firms. Western companies have prioritized proprietary, closed-model ecosystems for their most advanced frontier AI. Beijing is framing open-source access as a pathway for developing nations to bypass technological barriers and tech curbs imposed by advanced economies.
China has attempted to organize international AI standards before. On July 16, 2026, China founded the "World AI Cooperation Organization," which secured signatures from 29 countries. The BRICS proposal appears to be an expansion of this effort to leverage the bloc's influence in setting global norms.
Lack of Formal Consensus
Despite the push from Beijing, the joint declaration issued at the conclusion of the BRICS summit on Saturday did not explicitly include the open-source AI community proposal. The final document offered a general commitment to international cooperation regarding AI accessibility, safety, and reliability.
What Is at Stake?
The initiative underscores the strategic importance of AI infrastructure in modern industrial policy. By advocating for a shared, open-source model, China aims to create a technological ecosystem that reduces reliance on proprietary software stacks dominated by non-BRICS entities. For member nations, the debate centers on balancing the desire for rapid AI adoption and indigenous development against the security and regulatory complexities that come with adopting foreign-led open-source frameworks.
